- Combine the base ingredients. In a medium bowl, whisk together the mayonnaise, apple cider vinegar, sugar, and Dijon mustard until smooth and well combined.
- Add the seasonings. Stir in the celery seeds, onion powder, garlic powder, salt, and pepper. Taste and adjust seasoning as needed.
- Adjust consistency. If you prefer a thinner dressing that coats the cabbage more easily, add milk or buttermilk one tablespoon at a time until it reaches your desired consistency.
