  1. Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans, or line with parchment paper.
  2. In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
  3. In a separate bowl, mix milk, vegetable oil, eggs, and vanilla extract until smooth.
  4. Pour the wet ingredients into the dry ingredients and mix on medium speed until just combined. Be careful not to overmix.
  5. Slowly add the boiling water to the batter and mix until smooth. The batter will be thin - this is normal!
  6. Divide batter evenly between the prepared pans. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
  7. Let cakes cool in pans for 10 minutes, then transfer to wire racks to cool completely before frosting.
